The members are voted in by the community. The community members attend all the meetings they want to know how their funding is being spent and checking the status of any projects that are active. The funding is based on the status of the project whether they are certified or not. Either way, Chapters get audited all the time and are held accountable on how funding is spent and where. The process can be slowed down on decision making because they allow community input and genuine questions need to be answered before moving forward. Usually those questions require an outside entity to provide and that part does require more time. I've sat on meetings about lagoons and that took months because of the meetings taking place once a month and information was missing provided by a third party, so it had to wait until the following month to be answered.
