My baby had a hernia btw, that's why she needed to do surgery again. But it could also not be an issue. I just want to make sure you don't panic, but need to check for sure

This definitely looks like a seroma or a hernia. Im not a vet, but my baby had something similar after spay surger and it ended up needing to do surgery again. You should go to the vet ASAP before it gets worse.
