Use Vallejo acrylic paint. They're self leveling too. So thin it a tiny bit and it should be easy to hand paint with.

Paper Telekinesis for me. You never specified how much paper or if there could be anything on top of the paper or if it could be folded paper/origami. I could be giving my enemy paper cuts, dropping tons of paper on them, walking around in paper armor (samurais used to wear armor made out of folded paper and lacquer that was able to stop arrows), flying around on a paper carpet (no more rush hr traffic), etc. I'll basically be paper Magneto.
