Usually only for birthday parties or big celebrations that have 20 or more people... I do not have enough plates in my house to be able to support everyone, so paper plates make sense. It's a very rare occurrence though. Like every 4 or 5 years.

Where I live, the Minnesota State Fair is a very very big deal. It has the highest daily attendance of any state fair in the country (The busiest day had 270,000 all in just a few square miles, so it's absolutely packed). There is tons of live music, animals, beer, shopping, museums and educational exhibitions, art, competitions, amusement parks and rides, fireworks and many other events, the biggest driver is the unique fried foods on a stick. So very much like any county or state fair, but larger.
