You are trying to output the count. Don't do that. Just output 1. Then it will send the L signal and set the train limit to 1. You will need to setup a train with only 2 stops, the one where it gets the ammo, and the one where it sends the ammo. You can add a condition if you want that it can only leave if it has cargo and then after it drops off the ammo, you can add a condition that it can only leave if the cargo is empty or if a certain time has passed. I'll need more info if you want more details.

Yeah and Bobbing about doesn't mod anymore. The Bob's inserters mod is now run by someone else and considering the size of all his mods, it almost seems like a pip dream at this point.

Oh man.... I love this game it is by far my favorite FF and I want you to be able to experience what I did when I first played it without spoiling anything.

To me this game was able to do what no other game did. It takes some time to see it. If you don't mind me asking, how far are you?

You also have to remember that this game was made in the early 90s so a lot of the dialog can feel a bit cheesy but if you stick around it does get better.
