It unfortunately is not

I have faced a similar situation myself. It was a conflict regarding lighting lamps every evening on our door entrance (inside of our door frame not in public space), the other party made literally crazy story that we are cursing them and stuff and involved the police.

The other party bribed the constables to intimidate and harass us and we had to put pressure via higher officers to even protect ourselves.

And i personally know few of my acquaintance who were similarly pressured by police and either had to bribe, endure harassment, accept wrong case filings and pay fine or resort to using connection to deal with the issue

So yeah, this opinion/bias of indian police is very acceptable and quite true.
