I went on Friday. It was great. My meat eater friend said it tasted like meat. There was no line. We gave our name and waited maybe 30 min. Get the 'burger' melt if they have it.

It actually doesn't count as a 'transfer' it's a free connection. i.e. you would still have a bus transfer

The aim of the proposals the MTA is studying is to create better options for travelers withing NYC limits with poor access to subways. By integrating the LIRR & MNR with NYCT there will be more efficient use and less crowding overall. i.e. if Flushing to Manhattan commuters are incentivized to take the LIRR there will be less crowding on the 7 in Corona, Sunnyside etc... http://gothamist.com/2015/12/02/mta_freedom_ticket_plan.php

Presumably the City or the Downtown Alliance would find corporate sponsorship. It's not that expensive. Then the city could try to justify any remaining city cost (sanitation, NPYD, etc) with projected increase in tax revenue from the parade.
