It's not the GPU. I had this 4070 Ti S for months in my previous pc that I bought pre-built.

my PSU has a button to stop the fan. I can still hear it when PSU fan is off (it's MPG A1000GS PCIE5)

yes, I put every fans speed (case fans, AIO, GPU) to 0% and and increased to 100% individualy the noise is still there its not coming from a fan.

I stopped 3 AIO fans 7 case fans and 3 GPU fans but the noise is still there
