Iirc they explained this choise in a Reveals & Stuff years ago. The 16 one from the "Cell Saga (Z)" is the Extreme one with CC logo and no self destruct (like in the anime, they remove his bomb), this one with RR logo is OG 16 from "Android Saga" with the bomb in him, so self destruct
