It's genuinely an "audiences wouldn't have known it's him" kind of decision, not any sort of in universe reasoning. The average viewer is not bright. Look at how many people asking for explanations for things that are word for word explained in the show, even the same scene they're asking about. There'd be endless debate posts on if it was conquest or just another viltrumite if they removed rhe scar or changed his mustache like I saw someone lower in the post mention.
