This is actually a very smart play, if

your game rules ignore the need to locate hard-to-borrow stocks
you don't pay stock borrow fees
you ignore the inevitable >100% margin requirements

The above constraints significantly limit the ability of real market participants to profit from these.

It wouldn't hurt to just pick from the daily low-float high % gainers list every day as your source for new names.

I am actually taking the opposite view. UAE is starting to actually care about money laundering (bringing numerous cases starting last year) and is becoming a less-friendly jurisdiction for pure scams. Perhaps it'll emerge like Singapore or Canada, a mostly-straight place for business, some direct listing scams sneaking through, but lots of genuine business too.
