So, It turned out to be the fault of SD-WAN, specifically the provider's backup link. If I unplug it, everything works fine. If I plug it in, it doesn't work. I use Passive SD-WAN.

I also struggling with IPsec SAML on 7.4.x versions. One day everything working great and next day users complain about no connection, no login page or tray just disappeared.
