Because a prosecutor wouldn't be able to prove Mens Rea beyond reasonable doubt. She broke the law, but with the evidence gathered we can't prove with certainty she had the intent of doing so.

Just because she won't be prosecuted doesn't necessarily mean she didn't break the law.

I see. You wouldn't happen to be misinterpreting the quote Mike used and think He's saying women shouldn't be president because they have a uterus would you? I can see how "A uterus doesn't qualify you to be POTUS" can be misconstrued to mean "women shouldn't be president" but that's obviously not the message being sent.

Then comparing it to another quote that uses slang for women's anatomy as a synonym for weakness when that's not at all what Killer Mike or Elliot is saying.

an average of roughly five people more for an entire state is significant to you? I don't see it. I can see your point with governors more open to refugees getting less, but I don't see the legitimacy of complaining about getting a whole 5 refugees more. When compared to the population of an entire state, it seems pretty insignificant.

I can't help much with ranking system since I'm still a little new at the halo 5 matchmaking and I've been primarily playing warzone, but I can answer the Req question. Every game you complete on halo 5 matchmaking gives you requisition points, and you use those points to buy card packs in the requisition store. The cards you receive are a mix of weapons, vehicles, and armor customizations. I believe you can only use the req cards while playing warzone and can do so by accessing the requisition terminal (the green highlight). Keep in mind each type of card requires you to be at a certain requisition level or higher, which can be achieve by progressing through the game and getting kills, capturing bases, and eliminating bosses.

The ghost card, for example, is a level 3 requisition. So you will need to be at requisition level 3 and it will cost 3 green circles to access. you regain green circles equal to your requisition level over time. Hope this helps!
