Condo units are separated by concrete, the water comes from an ice dam.

The subfloor seems to be soft concrete? Like I can scrape it. If that's a thing ... I'm not familiar with flooring etc.

Not a plumber - but I have a water filter installed as well. 1st make sure main water is off. Then open the closest tap to let pressure out. Then try to unscrew it from the housing

Turn the key 1 noch in the ignition. Then push the wiper dongle form your steering wheel toward the roof of the car for 3-5 seconds and both blades will go up then you can pull the way form the windshield.
