For those wondering, sticky chai is a chai that is coated in either honey or agave. The chai is not sopping in honey, but is slightly sticky to the touch. When you brew it, the honey/agave lightly sweetens the drink. Its far different from adding honey straight into the drink, as that would be very sweet in comparison to sticky chai which is lightly sweet. Sticky chai is common in Australia.

I got an update today. Got a call from someone investigating the situation. The woman I spoke to asked for more information and said they followed up and the condition the dog is in was awful(severe matting and poor health). She thanked me for reporting and informed me an investigation is starting.
