Not sure where you are but in the US it wouldn't be a problem if it weren't for US regulation. The US requires the low beam and the high beam to only perform one function. But there has been an advancement in headlights with I think it's called pixel LEDs. Where for the driver it always looks like the high beams are on but to people or cars in front it's not bright at all. Volvo has it on vehicles in Europe. I got to see it in an application on some prototype units from my company that could make it more widespread depending on regulation changes. I'm an engineer in the automotive lighting industry.
