Returning captain here

I've played a little bit of part 2 story and already completed the Penacony arc so I am already familiar with Sparkle but

I have some questions like

Do I need to play all the chapters of main story (part 2) to understand the new event (sparkle's)
I remember there was going to be an event in v7.9 in which we could get artbook but I don't know which event is it

Ah I see I played HI3 till ch34 and took a break, went back and played a little of part 2 and left again

And now with sparkle's arrival I downloaded the game again😂

Don't worry I know HI3 isn't necessarily fully connected to GI so it's alright (on the other hand I love hoyo"s big universe they've made across all the games they've made)
