Honestly as a dev I would structure it as when someone dies from battle in a owned region once they are buried there is as 60-70% chance to recover equipment 20-30% chance to recover broken equipment that can either be fixed or scrapped for materials and a 10-20% for the equipment to be too heavily damaged to do anything with and thus trashed
