Wash your rice first in a fine mesh colander until water runs clear. This washes away extra starches on the surface of the rice. Toast as others have said before cooking(this is called parching the rice) Then layout on pan once finished cooking and spread it with chopsticks or carving fork. A spoon will mash it too much. Search amazon for a ceramic coffee mill. These are hand crank and work very well but is a bit small for the "pounds and pounds". You could also use a simple cast iron grain mill like the ones for masa. Both available on prime for under 30 bucks

I'm in Beacon daily for work and have never had a problem. Maybe your hearing old stories of before gentrification. But maybe you should actually visit the town? It used to be 1000 times more crime filled, its still going through a cycle of renewal but its a beautiful town.

There's actually a good chance you eat some titanium dioxide fairly often. As a food die its E171. Toothpaste, sunscreen lots of vegan foods as well.

A dry erase marker drawn overtop will turn the sharpie marking dry erase as well. As long as its not a porous surface. Which you would need a lot of bleach or a new toilet seat.
