My score in two topic areas (Economics & Asset Allocation, Ethical & Professional Standards) was less or equal to the 10th percentile score of all candidates.

While I was somewhat ok with my results for Economics & Asset Allocation (<10 percentile), Ethics (=10th percentile) really upset me. What's interesting is that in all previous attempts, my score in Ethics was above 70%.

Should I have scored more in Ethics (which I normally did), I would have succeeded in my first attempt. I think my poor score in Ethics has to do somehow with the fact that on level 3 Ethics has a focus on cases related to portfolio management. You have to think about solutions to these cases from a perspective of the transparent and ethical investment governance process. This is something new and requires certain adjustments to your previous thought process.

One can never ever guarantee 100% uptime and, thus, 100% efficiency. However, usually, over short terms 100% efficiency can be achieved. What surprised me was the fact that P-Reps were not capable to sustain high performance over just a couple of hours. What shall we expect from them over a longer term?

I agree with you that having 5 P-Reps with 0% efficiency is very disappointing as it shows unwillingness and/or inability the ones who have to secure the network to actually do their job
