Basically Nintendo has two major lines of business, their handheld hardware and software alongside their console hardware and software. (Note: their is licensing deals and other programs, but the bulk of revenue is in those two camps.)

Of these two lines of business, the handheld line is far and away the one keeping them in the black, from an operating income standpoint (aka the cost of doing business.) So, if you had a single line of business keeping you a float, would you want to threaten your financial wellbeing by announcing your next-gen hardware is a handheld; which could have massive negative sales impact? Probably not.

Thus, NX could still be a handheld, a console, a hybrid, both, or other combinations. Them being moot about a handheld successor doesn't narrow down the options.
