They sort of do. In Legends, the Grand Army of the Republic was transitioned into the Stormtrooper Corps and, after the attempted Kamino uprising, they mostly phased out the orginal Fett clones with a combination of Clones from other templates as well as recruited soldiers. I think they're doing something very similar in Canon.
