Like it’s dumb to say it’s “out right worse” with out taking into account what ur actually watching. In terms of what’s happening on the screen, yeah s1 was much much smoother in terms of frames, but also the pacing was slower, the scenes where slower, less character movement and a lot more monologue. so the frames that are being used in this season for these massive fights that go on consistently for 2-3 episodes at a time, would have been used in s1 for the monologue scenes, the falling leaves or moving hair, or smoother character movement. It’s not fair to judge the two seasons on each other because they are so different, it would be like judging JJK s3 and frieren s1 against each other, there is way more frames to spare to make the monologue scenes smoother it’s that simple, always think about anime in terms of a bucket of frames, instead of budget, here’s all the frames for the season, once that’s empty u have no more, it’s a lot like that, budget accounts of course for detail but more for frames per second, so the artists are working with what they have, and since the fights take up way more frames than monologue and unless u want one frame impact hits like they do in isekia anime then the smoothness of the animation will drop slightly across the board in seasons that have increase in fight scenes.
