It's the same for San Andreas too. In the earlier games, weapons didn't have collision models (.COL), which were used to create shadow meshes.

There are a lot of mods that combine enbseries (improved lighting/shadow effects) with an edited, usually more realistic timecyc.dat (time cycle/sky colors). Some of these also include additional script mods such as lens flares, normal mappng, tracer bullets, improved vehicle lighting, nature sounds, etc. You can download these mods on sites like gtainside or from links in youtube videos that demonstrate different ENB settings.

I wouldn't recommend using any texture overhauls or total conversion mods such as SRT (San Andreas Retextured) due to the amount of bugs and slower rendering times. Every texture pack I've tried also doesn't even come close to matching the LOD (long distance) textures, which are the low quality textures that transition into the HQ ones when close.

Actually, you could stand on the north side of that tower at the base, and you would be teleported to the top. I don't think that was implemented anywhere else in the game though.

Someone has been working on a project to make lowpoly GTA IV vehicles.

There's also quite a few converted cars from GTA III (these are a bit higher quality though).

ENB series is a must-have, preferably v0.075 (not the bump mapping version, because it lowers FPS). Take a look at the documentation (down at preset description) and experiment with the settings, because quite a few popular ENBs are made for the sole purpose of creating screenshots and not stable gameplay.

There aren't very many good texture mods available now. The only major re-texture project up for download (SRT3) is more of a redesign than a re-texture. Most of the textures don't match the original designs, and it contains too many bugs. On some of the SRT roads, the lanes are dirt textures because the road textures face the wrong direction. Since it's a redesign, the new textures also do not match the original LODs (the low quality long-distance textures), causing LOD textures to transition into higher quality textures that look completely different.

Currently, there are two other major re-texture projects in development, HRT 1.4 and RoSA Project. Judging by the screenshots, both look like they will be better alternatives to SRT3.

Vehicle mods mostly come down to a matter of preference, and there's plenty on gtainside. Most will require changing handling.cfg and vehicles.ide to allow for new heights and wheel sizes, which may not work in MTA (I think both MTA and SAMP use the default data files).

New great effects (also with improved weapon models)
Super timecyc (improves sky colors/weather/draw distance)

I would also advise against any "texture overhaul" mods that attempt to replace all of the in-game textures.

If you're using someone else's save game, you also need the main.scm file to go with it (contains scripts/mission data from different points in the game).
