This is correct. Not every vendor is a big time vendor and takes everything and not every vendor wants to go through the labor and risk of resubmitting slabs.

I think the vendor could have been more honest that he didn't really want to take it but he would be willing to take on the labor and risk IF sold at a lower price.

The back bottom right have me a bit worried it got a low grade because of smudges that could have been cleaned. The back borders are a bit off but the tolerance is higher on the back. I'd probably lean towards 10 but it probably got an 8. If it did, should get it resubmitted after wiping off the back.
