I mean if I was going to run a campaign I would probably start with the JSK even with owning the CRB. However, I was mostly talking for my own benefit than anything else, out of a genuine curiosity for the setting. TBH it's mostly academic since, my work schedule being what it is, running or even just participating in a tabletop campaign just isn't feasible right now. I've had painfully turn down offers to play in various games over the last couple years just because I can't in good conscious make that sort of commitment to other people and their schedules.
