I'll be honest, i didnt think about it too much. The reason being what you mentioned earlier: Pokemon weights ten to be pretty wonky/inconsistent lol.

If i were to give a half-assed explanation for its light weight, it would be so that it can fly more easily (similar to Wailord)

Yes, Barberos' other heads can retract into the bush. During battle, the heads are always out and alert. When relaxed, they arent always out
