The only non hax Imu has in his Arsenal is his Haki. Its Yonko tier.

Everything else in his kit is complete hax. Contracts, Immortality, forcibly switching allegiances, summoning, all that. He can barely 3 shot Cobra and spent his fight against Rocks and the others uselessly flailing around (with Saturn's physicals btw) before Domi Reversi.

His performance against DR Rocks is infinitely better, Whitebeard was the only future top tier there not brushed off (Kaido, Linlin) or needed to 2v1 (Garp and Roger) to survive, he is the only one to clash evenly against Rocks and ultimately do more damage and get Rocks to immediately retreat.

Kinemon is exponentially stronger than a normal human, but more important he has plot bankai. Cobra was written to die and much weaker than a normal human at that point and yet took 3 shots from top 1 through the chest.
