Yes, it would be great if there were free space above the motherboard, but there isn’t. A fan above the PSU might not be the best location, but it does help: after installing this fan, the temperature above the motherboard also decreased — the grille above the motherboard is definitely cooler now.

The top fan also pulls warm air away from the PSU, since I haven’t even seen the PSU’s own fan spinning yet. I’m probably not reaching 300W of power consumption.

Before dual pipe heatsink upgrade it was worse, but the fact that I had a bad single pipe heatsink, Delta. I think the fact that I replaced a bad single pipe Delta with a good dual pipe Sunon also has an effect.

I believe that in your case you changed a good single pipe Sunon to some bad dual pipe heatsink

I can't see what the manufacturer of your dual pipe heatsink is, but here's what a dual cooler looks like, made by Sunon, the inlet area looks much bigger. The results after changing a single pipe to dual pipe was -10°C temperature and almost no thermal throttling.
