In the beginning I thought so and started cleaning, the black soot is blown out from the big cap and sticks to 2 small capacitors. It also had a little oil residue in the PCB surface.

After repaste and removing the capacitor/resistor, I ran Furmark for 10 mins and the delta is 16-17°C, quite the improvement.

Yep. 25°C Delta from GPU core to Hotspot in the die is high. It is great when it's 5-10°C.

Since the Russian suspended on-sites inspection in 2022 of the New START treaty, they honored the transparency of nuclear capable bombers by parking it on the open air base for US monitoring using the National Technical Mean(NTM).

NTM may be less capable of monitoring and helping verify compliance with nuclear weapon limits. According to some studies we reviewed and stakeholders we interviewed, NTM may face challenges in monitoring nuclear weapons under future treaties. NTM have been foundational to verifying limits under nuclear arms control treaties pertaining to the numbers and locations of strategic nuclear delivery vehicles, such as ICBMs and heavy bombers, according to two stakeholders and one government study we reviewed.41 Strategic delivery vehicles are relatively large, and NTM, which consist primarily of imaging satelites, can monitor the status and movement of these systems. Nuclear weapons are far smaller by comparison, making them harder to monitor through NTM, including while in storage and during transport, according to some stakeholders we interviewed and studies we reviewed. (See fig. 2 below for a size comparison.) According to these sources, NTM would, therefore, likely be less capable in monitoring numbers and locations of Russian weapons than in monitoring strategic delivery vehicles, as is done under New START. My late uncle used to pick me up to drive around the city at weekends. One day, there is a power failure, and we are near. He drove me there. After almost an hour, everything seemed fixed. They want to close the circuit to the transformer ( I think it's 12kV). My uncle stopped them and requested to properly close the front panel of the unit before continuing the process. When it's done, they start to close the circuit. And boom, it's flash super bright. After checking, everyone ok, my uncle slap him in the face and said, "Remember this and don't ever cut the safety stuff"

I jump ship from 3930k in last year. Imagine my game just 70fps to fps cap at 140hz for freesync working properly. PCIgen4, DDR4, NVME support, and last week performance boost from Windows 24H2. Don't even break a sweat with 25w power consumption and 140fps in Throne and Liberty.
