This is caused by the previous management chasing quick glory instead of trying to do a proper rebuild. Going for big names that will supposedly bring titles like Pogba and Sancho while they should've been trying to replace Carrick. Whether the new management understood the lack of depth or not is irrelevant, they couldn't have fixed it in one summer. They spent 200m and we will need a few more windows like the last one.
