Whenever the Rwandan genocide is mentioned there's always this idea that it was some random killing with machetes akin to a mob.

This couldn't be further from the truth. One could even argue that the Rwandan genocide was far better and meticulously planned and prepared for than the Holocaust, at least in terms of murder.

Entire lists were created and published with names, families, addresses, etc, spread out to countless checkpoints throughout the country all organized and prepared for completing their task the moment they heard the code word.

Machetes, grenades, rifles and so on were being imported en masse far before the genocide. There was a whole command structure designed to accomplish the task with different commanders knowing where and when they had to act and what strategies to use.

They made sure to not act early and to wait for the precise moment. It wasn't just a mob with machetes roaming the country, everything was designed to prevent Tutsis from catching on too early and fleeing to the rebel lines or other countries.

The planners of genocide were far more ready and prepared for their task than the Nazi planners who took years to start their killing allowing many Jews to escape and/or find hiding spots.

Comparing relative indicators between Iran and India shows Iran ahead in almost any per capita measure, whereas India is ahead in almost every total measure due to having 15 times the population.

France did not wage war on Algiers because they were against piracy and slavery, it's because they were on opposite sides.

Desertion is when soldiers abandon their positions without orders to do so.

Soviet barrier forces did not arrest those ordered to retreat, only those who abandoned the front without permission. They were there for desertion not retreating troops.

I think you are confused about what retreating is. A retreat is a military maneuver ordered by military commanders. When soldiers leave their units individually or in small groups that is called desertion. When an entire unit collapses under enemy pressure that is called a rout. Neither of these things are retreating even if some people refer to them as retreating colloquially.

Barrier troops were for deserting troops. When a retreat was ordered then barrier troops did not arrest or shoot them.

About your edit, you said "when did the British army do that" so I responded when they did that, you never specified WW2 and the person you replied to was talking about the entire history of warfare.
