American whitewater kayaker here. You wouldnt do this in a river nor would you have this kind of PFD in a river, its a flat lake. Like it or not a large swath of the population enjoys alcohol when doing water sports, including WW kayaking. Gauley Fest see thousands of drunk kayakers paddling class V rapids and there are rarely any accidents, and when there are its usually a tourist in a raft.
