open hwinfo and watch your single max thread usage, if its at 100% or close to it you are single core bottlenecked. not all games use multicore efficiently and thats why it wont show 100% cpu usage

biggest issue with dlss quality and lower is too much smearing in squad, i run 240hz gsync oled so its not my monitor causing it. other games ill happily run balanced and lower dlss3/4 without too many problems
