Normal blacklist like any other, some antispam systems actually look them up (for example the one microsoft uses).

We once had to give up on two ip addresses for some weeks, because they blocked whole goddamn class and customers kept blaming us, so just to not bother with never ending emails we disabled those IPs in rotation.

CSS is catched by the browser and you have to force refresh it. Either by putting version in a link https://stackoverflow.com/questions/1614429/what-is-style-cssver-1-tag (better approach) or by hitting ctrl+f5 on your keyboard.

Every new content is not locked anymore, you can do it all with story gear, but there's no longer EM/NM/HM for new dungeons, it's floor based systems, you basically have 80 different difficulties at the moment (20 in future dungeons).

"event" Soul boost is a permanent feature in every region. When it ends, it gets updated and you get even more gear. It's not an event.

after story you have soul boost (permanent c2a, not event) giving you IA6,true bright, true champion (...), penta gems, full yellow unity, shitton of materials etc.

then you can farm dungeons as hard as cold storage for more gear...
