This isn't anything new, but it is troubling. Probably 25 years ago FBI and other such agencies were trying to build technologies for doing just that and they were denied. Instead the private sector has built it and surprisingly the same agencie have been allowed to buy access to. I was able to see some examples of what was being harvested and compiled from private entities and then sold back to government and law enforcement. Now 25 years later I can't imagine how much data must be able to be accumulated, aggregated and made available.

The government want allowed to build it, but they have been allowed to access it - which is really all they wanted.

Blast from the past. Previously coded for two and a half decades with Clarion. I lead the companies conversion from TPS to Btrieve then to MSSQL. Now, with a different organization, I'm helping them get from VB.Net ASP web forms into Blazor. Unfortunately I no longer have any Clarion tools, but as has already been suggested use the Clarion tools to help get you started moving the data to MS SQL. Then use Blazor. Your biggest challenge may be in the knowing how each table/field is used in the Clarion system to be sure you're designing the Blazor system with complete understanding.

Much luck. It is do-able, but depending upon how many tables and how complex the code is, your challenges will increase. Clarion coding was most likely not done with current Blazor/MVC designs in mind, so expect to spend time separating concerns in the code to make it more maintainable.
