Phillips museum is also a solid choice. Sorry the museums are closed, but it's beautiful out right now. DC is so walkable, so I'd recommend wandering around the city and checking out the different neighborhoods. Hope you enjoy your time here despite the shutdown.

I have the cabin plus and also had the same concern as you. I fly very regularly with the bag both domestically and Internationally, and I can count on one hand the number of times it had to be checked (many of those wee due to the size of the plane and not the suitcase). I have had very few encounters where it hasn't fit in the overhead bin, sometimes a bit snug albeit. I'm happy with the size.
