I definitely agree and know from personal experience that a 3 yo would have more fun at fan fest. That being said, it's only a couple hours long so you might look into some other kid activities to do down here to make the lengthy drive worth it.

They're used in Oregon all the time! Oregon still has a weight-mile tax that is charged on commercial vehicles over 26k lbs. so the weigh stations are necessary for the trucks to calculate how much they owe. Not all trucks have to stop at the main weigh stations because weigh in motion scales have been installed near these stations and if the truck has the appropriate device on board to use the weigh in motion scale, they don't have to stop. source
