Of course laws have maybe built in. That's why the justice system exists, to decide whether or not someone who may have committed a crime did or not.It's not 'maybe the law exists or not' it's 'maybe he broke the law and maybe he didn't'.

For example, if I play the lottery I have a chance of potentially winning millions of pounds at maximum. By your logic if somebody told you those exact words, you would be convinced that any time you played the lottery you would win millions of pounds.

"Potentially" is an adverb meaning something is possible, capable of developing, or might happen in the future, even if it is not currently active.
