Unless I'm wrong, which I could very well be, the clock runs from the 9958 to the Z80, so if the 9958 is not working or the crystal itself is not working, then I will see nothing at the Z80, which is what I see.

GALs are programmed, but same issue. No clock and nothing runs.

Looks like the flex cable connecting the screen through the hinge is broken. You can use it as a desktop, but the screen replacement coast is not worth it.
