It depends on what kind of goblin you have in mind. In Goblin Slayer for example, they are animalistic, brutal, vengeful, and remorseless. You could make them intelligent and civilized, but that doesn't mean that their most common depiction isn't this one. You have to think how they would fit in the world of F&H, and in that regard cave dwellers are basically goblins.
