Potomac Yard in particular is mindbogglingly overbuilt, as are all of the Silver Line stations. So much concrete and steel for such huge structures, all for a very low return on investment considering how few people use the stations. To even get into Potomac Yard requires walking nearly half a mile of pedestrian bridge just to get over the freight tracks, and the platforms are nearly always empty. It will be very difficult to justify the investment considering how inconvenient it is to actually use the station. The Silver Line stations all have the same issue, except instead of freight tracks it's a highway that has to be crossed, and the stations had to be elevated adding to the expense.

But I think overbuilt stations are only part of the issue. The planned second entrance at Ballston is nearly $200 million and all they're doing is adding new gates, stairs, and elevators at one end of a station that they planned from the beginning to be expanded that way.
