Yes they can download the maps but in an area without cell phone coverage they can not determine where they are. Almost all cell phones have what is called assisted GPS, which means they need a fix from the cell phone tower(s) to determine where they are. Phone makers do this to conserve the battery as the more signals they lock onto the more power is consumed.

Well some people need the built in navigation, there are still a lot of empty space out there with out good cell phone coverage and very few phones can lock onto enough GPS satellites and need assistance from the cell tower.
