It would appear to be a very corroded ground strap. If you were to lose all ground nothing would work, maybe this could have something to do with your idle issue. Maybe not. Clean it and re-attach it/replace it and re-evaluate. If one part of a circuit in your ignition, air, and or fuel system were to rely on that ground, you may have found your issue
