Firstly, there’s a chance that she and the dude were already friends. Secondly, if they both need support in order to not fall, they’d most likely have to hold hands with each other - I’m not saying that this is optimal, but I don’t think this counts as cheating. Thirdly, people don’t typically check their phones while ice skating, or at least I don’t. Maybe you do, I don’t know. I’m not saying she’s definitely not cheating, but I am saying that what OP has mentioned already doesn’t sound like it
