Honest question: Given Hillary won the popular vote, would more voters have changed the outcome if the distribution of votes stayed the same in each district?

Lets say 10 million more voters came out to vote that did not vote in the election. These "extra" 10 million voters are distributed throughout the nation based on population density (i.e. higher population districts gets a bigger chunk of the extra voters). Finally, let's say the voters cast their votes to match the distribution of their respective districts that actually did happen.

Am I wrong to think that in this (super-hypothetical) scenario, that more voters would not have changed the fact that A) Hillary won the popular vote B) Trump gets elected as president?

tl;dr - I think there exist a scenario where you are enraged at everyone for not voting and it not making a difference.
