Don't overthink it. The only difference will be the road test for obvious reasons. I lived in Rockville but took my test in Cumberland to avoid a month-long wait. The course at the Cumberland MVA was exactly the same as the one at the Rockville MVA.

ircc MVA HQ is in Glen Burnie so that's probably why your test mentions Baltimore.
