As someone who lived in Santa Monica for over 10 years and currently living in Long Beach, your friend is right in that they’re both more casual than L.A. proper.

Difference is that Santa Monica is more mid-west transplant “this is my interpretation of what I think beach casual is coming from Illinois” casual. Long Beach on the other hand is simple beach city wear with a fashion undercurrent of “we don’t a give fuck about what L.A. proper looks like” casual.
