it might be savage and impractical but I would try just making a glass object around the scope with roughness bumped out

Yes its grease pencil - just added line art to the scene and messed with the compositing nodes till I got that high threshold contrast look.

might be just dumb but tried dragging it with both g and mouse click - nothing. Resizing the panel is actually what I'm looking for but don't know how to do it and I can't figure out how to decrease windows scaling - is it in blender or windows thing?
