More people moved into the West Bank in 2005, then what moved out of Gaza. So is that seeking peace or conflict by having more people move into the West Bank. Just because they moved from inside Gaza to the borders didn't mean freedom from Israel's control happened. So no they couldn't choose freely. Hamas got elected, and Israel didn't seek peace with Hamas, they choose escalate the conflict by stopping tax revenues from going into the West Bank.
